Confusion does extremely unexpected damage. When a pokemon is pushed into an obstacle, it stuns them and does large amounts of burst damage. The best part of the move, is that it can AOE stun and damage. It is the perfect engage and peel move.
You might be thinking, "why wouldn't you go barrier to create more obstacles to stun people against?" Well the answer to that comes from the other passive of Confusion. "If the opposing Pokemon (that is hit with confusion) is currently guard swapped, it is not shoved but receives increased damage and is left unable to act for a short time"
The combination of the stat drops, movement increase to teammates/decease movement to opponents, and the instant stun is a great CC addition to the insane damage that confusion can deal.
Plus, you can get extremely fast.
