Tortank has, from level 9, the best Def and Special Def stats, and the second best HP base after Blissey
With this idea in mind, we could want to have Care, here, personally, I suggest Potion and Leftovers
These two items are often very disputed, because of their lack of appeal, the Leftovers Care are not interesting enough, and the Potion takes the place of a Potential X Speed or an Eject Button
Hence the need to play Surf+Hydro Pump
On its own, it offers the perfect mobility for Tortank, allowing it to hold bases exceptionally well while putting itself in Regieleki's range with Hydro Pump or Unite Move
Leftovers are interesting here to take advantage of Blastoise's mobility, we take advantage of the heal while not in combat (after 5 seconds) at regular intervals, allowing him to regenerate in the middle of the action
