He run a hit and dip build using e speed for damage and bone rush for a get-away gate or reposition.
Muscle Band- for damage scaling and faster lane rushes
Atk weight- must run on Lucario boost his atk so then he can actually fight (Try to sneak in a 4 point score as soon as you got out of lane rushing)
Razor claw- more damage
The entire point in to wear down your enemies by not staying in a combat but initiating it and kite your enemies. When using Lucario it's better to progress with aggression rather than passive since you'll have much more resources for your late game

Mainly just dps to help you push top lane.
