What Azumarill has over other all rounders is one of the fastest unite cooldowns in the game. The goal of this build is too act like an assassin for your team and eliminate the opposing teams attack damage carries, like decidueye and greninja to give your team an edge in the crutcial teamfights throughout the match.
Energy amp is the crux of this build, this increases your unite damage by 21% and will help chunk squishies like cinderace.
Scope lens synergizes with your passive making your crits do 12% more damage.
The last slot is more flexible, attack weight could fit here instead of focus band. But I prefer focus band as getting stacks is not always feasible and I it lets you engage early game and hopefully get a level lead. Need level 9 as quick as possible. Muscle band or weakness policy are also viable alternatives.
The battle item I like most is X-speed as it allows you to stick to your target much easier. You could run x-attack and if you do play rough can allow for some mobility. But I think water pulse is better in more situations.

Elimating the opposing carries makes your teams ADC job easier.
Can make it easier for you to eliminate your target.
Can seperate the opposing team making it easier for your passive to activate.
