Not many people genuinely enjoy the Supporter role (myself included). However, that doesn't mean it's not important. Being able to assist your All-Rounder in reaching those all-important leveling milestones is invaluable. So, this build allows everyone's favorite dopey little hippo to be able to support the All-Rounder while still maintaining a powerful presence in teamfights and around the map.
For starters, when you begin the match, start autoing the Aipoms to help your All-Rounder whittle them down, but DO NOT GET THE LAST HIT. Your Exp. Share will keep you from spongeing their XP, allowing them to level faster. When you reach the pair of Aipoms near the end of the starting corridor, angle your Water Gun so you can hit both of them and start them walking. After that, help your All-Rounder whittle down the nearest Audino until it gets to about 3/4-1/2 health, then move towards the enemy side. With a well-timed Water Gun, you should be able to steal at least one of their Audino. That SHOULD get you to level 4, which allows you to evolve and grants you Surf. Then, the real fun can start.
Slowbro can be a surprisingly tanky force of nature if he's allowed to scale. The insane amount of CC, both single-target (with Telekinesis) and AoE (with Surf) makes him TERRIBLY difficult to whittle down. However, choosing Telekinesis over Amnesia means you sacrifice a lot of tankiness and damage in favor of utility, which works well when you're taking on the role of Supporter. One of the biggest problems that some All-Rounders have can be sticking to some of the more flighty Speedsters and Attackers like Cinderace, Talonflame, and Absol. A well-timed Telekinesis can render that a non-factor. Stun and pull in an unsuspecting damage-dealer and let your All-Rounder do their thing.
As far as your items go, Exp. Share is a must on any Supporter. It allows you to give ALL of the lane XP to your All-Rounder, which helps them scale. Buddy Barrier means you're leaning HARD into the "Supportive CC Tank" role. Slowbro's Unite Move is a crazy strong single-target CC ability that grants him a large shield. Buddy Barrier allows you to spread the love while also locking down a high-priority target on the enemy team (aim for whoever is the highest level; shredding a fast attacker with its surprisingly decent damage can be a great way to turn a teamfight in your favor). And finally, Focus Band. Focus Band synergizes with Slowbro's passive in such an interesting way. When you drop below a certain threshold of HP, you'll start healing. With the damage mitigation of your Oblivious passive, it means that your health bar essentially STARTS at around 30% of your HP. You'll suddenly get a lot tankier, and it gives an increase in resistances that's welcome since both Exp. Share and Buddy Barrier only grant HP.
Go in and make the enemy's life as difficult as possible, and I'll see you in the Stadium.
