This is my 1st Lucario build, Lucario is my main st the moment it is the most op Pokémon in the game and is insanely strong. All these moves and held items will buff it more, after several nerfs Lucario still remains top tier and will always be top tier.
Moveset: Pick meteor mash at lvl 1 because it is just better, you don’t need to rely on speed like quick attack because it will not always hit. At lvl 3 you will get quick attack. The next move you should choose is Power up punch, this move unlocks at 4 or 5, I’m not 100 percent sure, but you should choose it over extreme speed depending on the build. I used both extreme speed and power up punch on this build and I find power up punch to be better. The last move you will unlock is close combat which is lvl 7, and close combat is not the best ranged attack but it does massive damage and I used close combat with Lucario 2 vs 1, Lucario was the one Pokémon and there were two others and I knocked both of them out with close combat, it is just op. Make sure to complete most of the objectives, Dred, and Zap mostly. You can take the bees if you have a chance(7:20) or if you do not have time you can just kill other enemy Pokémon and get levels.

Held Items: This is my 3 held items list, I will also say which items you could have added as well.
Buddy Barrier: Having buddy barrier is very important, you will see it on most to all Pokémon as every Pokémon needs it to win team fights, so if you want to run a lot build on a Pokémon like Lucario, i suggest the buddy barrier for team fight wins. The buddy barrier gives you a shield for a short amount of time after you use your unite move(always use it at zap for objective wins) and it is very op in general.
Scope Lens: Scope Lens increases Crictial hit dmg and is very useful since if you want a Pokémon that has increased crit power, it should be Lucario, this item is also extremely popular and is op in general. A item that you could have swapped out with this is Focus Band.
Muscle Band: Muscle Band boosts basic attack damage which is very nice if your moves are on cooldown and you need to do dmg. On a tier list that I saw, Muscle Band was listed low but it is listed low because not all Pokémon benefit from it, Lucario does, and if you were to use this on a damage Lucario build, you would instantly add this, but this is a power up punch build, and muscle band is still pretty useful. You could’ve added wise glasses if you wanted to replace this item.
Overview: To prove that this build is the best, in all my 20 matches with Lucario, I ran this build and never lost a match. That is how op this build is.
