Guide

Thunder Shock can hit multiple enemies if they're close to each other, and does a good chunk of damage, so I choose it first. Electro Web is more of a support move than something to clear wild pokemon with.

Thunder has great damage output after its buffs, has great area control, clears bees incredibly well, helps damage objectives, helps zone off areas, and has great synergy with Thunderbolt, which stuns enemies in place for Thunder.

You have the longest attack range in the game, and you're attacking often between Thunder uses anyways, so Muscle Band is a great item for Pikachu, as it helps supplement your damage a ton.

The main items that help you stay relevant in late-game are Buddy Barrier and Energy Amp. You don't scale well later into the game, so adding a bunch of damage and team support with these items allow you to still be impactful in team fights with your Unite Move. Energy Amp also lowers your move cooldowns, allowing you to use Thunder and Thunderbolt more often.

Pikachu doesn't have any extra mobility, and is prone to being dove on, so Eject Button allows you to position more aggressively in fights and still get away safely. It also makes playing Pikachu much more forgiving, and helps you survive in major fights. Eject Button also makes up for the lack of Focus Band in this build.

Since you're one of the strongest laners for early-game, bottom lane is generally recommended, since you want as much of an advantage down there going into the Drednaw fight. Top Lane is also good.

Just never go Center/Jungle, you're stealing that valuable experience from teammates that need it more, and they will almost always scale better into late-game than Pikachu. You're also denying Pikachu's strong laning from your team, and pretty much just throwing the game overall by doing so.

Works Well With

Lucario

Pikachu and Lucario has always been a very solid synergy since day 1. Still the case, you clean up enemies together incredibly well, and Lucario offers you the support at team fights and objectives you need.

Wigglytuff

Wigglytuff helps make your already strong lane presence even stronger, and can stay close to you and peel enemies off you since your biggest weakness is being dove. Wigglytuff's Unite Move also helps Pikachu survive in late-game team fights.

Talonflame

You stun people in place with Thunderbolt for Talonflame, so they can much more easily aim Fly/Brave Bird when engaging fights, and pick off members of the enemy team easier.
