I pick Flame Burst first, because Charizard deals increased damage to burned enemies.

Once you have Fire Spin, you want to use it before Flame Burst in damage combos, to ensure that you're attacking burned targets for longer. Same case with using Fire Blast before Flamethrower.

To explain Charizard's burn mechanic, only Flame Burst and Flamethrower (or Fire Punch, if you pick it) burns targets, so you want to use it later in move combos to maximize the time you're attacking burned targets.

Flamethrower is really nice because of the increased movement speed, allowing you to safely reposition, and it can deal a lot of damage at range to multiple target.

Fire Blast has incredible damage potential, and helps zone off areas, complimenting your ranged playstyle and zoning potential.

Muscle Band and Scope Lens supplement your damage a ton, given that you rely heavily on auto attacks while having 36% crit rate (Scope Lens factored in) at levels 9-15; 56% when Blaze is active. Energy Amp allows you to use your incredible Unite Move more often, and increases its already high damage output even further. It also reduces your other cooldowns, helping you reposition and zone off areas more often, and farm wild pokemon slightly faster.

Eject Button gives you an easier way to escape fights, since you won't always have Flamethrower ready to escape.

Other great held item options are Focus Band, Buddy Barrier, Razor Claw, Score Shield, and Attack Weight.

Other great battle item options are Full Heal, X Speed, X Attack, Fluffy Tail, and if you're running scoring items, Goal Getter.
