Guide

This is just the build I'm most comfortable with on Ninetales.

I pick Powder Snow first, because it has both a lower cooldown and more damage than Icy Wind, making lane clears faster (or your jungle clear, if you get a solo queue game where you're forced into the forbidden cursed role of Jungle Ninetales)

Dazzling Gleam is an excellent stun that offers more general utility than Avalanche, and Aurora Veil offers team support, high cleave damage, and very slight mobility. The Avalanche + Blizzard set is still good, I just don't like it personally.

Muscle Band gives you extra attacks and more damage in Aurora Veil, as well as helping with early laning in general.

Ninetales has massive special attack, being the highest in the game at level 15, so you want Choice Specs. Your Dazzling Gleams hit much harder when initiating fights or defending yourself, as well as being able to farm faster and final hit easier, especially on objectives. The extra chunk of special attack from just equipping the item helps out your toolkit a lot over the span of a game.

Buddy Barrier gives you a good chunk of health to help with one of your biggest issues, being squishy, and helps you scale better into mid and late-game by offering more support and utility to your Unite Move.

Ninetales basically needs Eject Button due to its lack of mobility, the item patches up Ninetales' biggest weakness. You can also use Eject Button during your Unite Move for more play making potential. X Speed is another great pick, it removes movement debuffs such as jungler red buff, and enemy speed flux zones, to allow room for some unexpected plays.

EZ freezies (you're also just both good laners in general, so you naturally go well together)

Blissey

Can peel for you with healing or shields/status immunity if you get jumped by more mobile pokemon.

Eldegoss

Gives you constant healing and/or a movement speed buff to make up for your lack of mobility and sustain.
