Pick Sand Attack first, as the attack speed and movement speed increases help clear lane or jungle faster.

The devs killed the dragon crit build in Patch 1.3.1.2 since they hate Garchomp, so the ground moveset is back to being the better moveset. Scope Lens is still really great on this character regardless, since it has a high crit rate and attack speed once it ramps up. Dragon Rush is arguably better than Dig, I just really like the untargetable on Dig, as well as the massive defense boosts on the upgraded version at level 13.

Muscle Band supplements your damage, helps you build your stack mechanic faster, and helps farm faster. Since you're rapidly using basic attacks that can crit, Scope Lens helps your damage output a lot. Your crit rate at levels 9-15 is 20%, plus an extra 6% from Scope Lens, so you crit pretty often. By increasing your attack speed, Muscle Band gives you more chances to crit, so it also has great synergy with Scope Lens. Buddy Barrier gives you a lot of extra HP that really helps in earlygame, and gives more utility to your Unite Move.

Since you spike fully at 9, it's up to you if you feel comfortable laning or jungling more, but if you do lane, I recommend top lane since Gible and Gabite aren't exactly the strongest laners, and you generally want stronger laners and a stronger lane presence in bottom.

If you jungle properly, you can be 8, maybe 9, by Drednaw, but most junglers don't really know what they're doing, or that warping back after the first set of bees/bears sets them up for their first jungle respawn, so if you don't trust your jungling skills and the ability to perfectly hit timers so that you are 9 at/near the first set of objectives, you can take Garchomp in lane since you're a liability until 9.

I think Eject Button is your best battle item. It allows you to avoid feeding as Gible/Gabite, allows you to pursue low HP targets easier, you can use it during all of your moves, including your unite move, to extend their ranges, and it helps you score easier after Zapdos. Other great battle item choices are Fluffy Tail, X Speed, and Full Heal.

Eldegoss gives you shields, healing, and movement speed, since Garchomp's lack of those are its most exploitable weakness
