Your first choice should obviously be pound because defense curl does no damage. That being said, defense curl is not useless either. In the very first few fights of the game, concentrate on using it to stun the other team for a brief moment in order to escape.
Sing should be used to initiate fights, but only when a teammate is near. Wigglytuff cannot fight most pokemon by himself, unless it's another supporter. Once they are asleep, slap them to death. The main reason having sleeping opponents is useful is because A) what's asleep can't hurt you, and B) sing also makes them weaker.
I chose double slap because I can't resist the way Wigglytuff looks when he slaps people, and now that Dazzling Gleam’s damage was nerfed, it’s definitely better. Dazzling gleam takes slightly longer, and double slap is harder to distinguish from his normal attacks, which means less chance of escape. Slowing is also less useful because normally you want your opponents to be asleep already when you use this. So really, it's just a matter of preference
Starlight Recital should almost always be used with one, preferably more teammates around. It grants a large shield to keep people alive, and gives the added bonus of stopping most crowd control, a huge boon in most team fights.
As for the held items, I chose Wise glasses because the increase in special attack is very useful. It could be switched with Score Shield because a lot of fights involve a goal at some point and an extra shield is useful in a team fight. The extra hp and the increased ability to score goals is also helpful
Focus band increases defense and just helps Wigglytuff survive longer in general.
Buddy barrier gives an even larger shield during unite, and boosts Wigglytuff's hp, also helping him survive longer
Finally, the battle item, eject button, is both Wigglytuff’s best escape and pursuit option. Using Sing can work really well, but if Wigglytuff is at low enough health often they’ll kill him before he can escape. Slow Smoke can also work well to make sure opponents can’t escape if your teammates all have bad pursuit options
Starlight Recital should only be used as an escape at the very end of the game, where the enormously long cooldowns can make death larger of a setback then loosing a unite move. The extra shields and speed aren't worth it otherwise. Just die.
Finally, some team fight strategies. When fighting with an attacker or speedster teammate, Wigglytuff should try to soak up most of the damage, spending most of his time in the opponent's face. On the other hand, Wigglytuff should hang back behind a defender or evolved all-rounder and let him take more damage while supporting. If there is another supporter or an un evolved all rounder, try to avoid fights until the jungler arrives. Hang near the goal and concentrate on keeping the other team from scoring, because otherwise it's too easy for them to kill you
In a team fight with seven pokemon or more, Wigglytuff should stay on the outskirts of the melee fighters (rushing to the center usually gets you killed immediately, before sing's effects take place) and attack the enemy pokemon that are closest to your other teammates who are hanging back. Team fights may seem chaotic, but just watch your attacker or speedster teammate and attack the same Pokémon. Quickly taking down one opponent at a time instead of trying to weaken them all at once is the key to team fights
Solo queue players, you may notice that this guide focuses on working with teammates. I have only ever played solo queue, and I still use these strategies. You will always have bad teammates. Learn to work with them.

Works Well With
Slowbro and wigglytuff make the ultimate stalling pair. Surf, Telekinesis, Sing, it all adds up. The difficulty lies in actually finishing the opponents off. Don’t let them outlast your stalling
