Pikachu should be in a sidelane supported by a defender/supporter or by another character with solid CC. Without your cooldowns up you a vullnerable so make sure if you're going to fight you wait for all of your abilities to be up before engaging.
Spend the early game trying to use thunder to steal camps from the enemy laners and once you've hit mid game with thunder + thunder bolt look to skirmish and catch people out with long range stuns.
If you catch someone with a thunderbolt combo it's going to chunk them. You can also use this combo as a form of area denial if you are being chased. Drop it slightly in front of the enemy to force them to walk through it.
Pikachu is fantastic at kiting away from enemies so you need to use this to your advantage. You are vulnerable up close as you have no means of escape. Abuse your ability range + CC to keep people at bay while setting up and securing kills for your team.
Pikachu is an unbelievably strong attacker and great for beginners because of how easy he is to play. Make sure you are comboing properly and dancing in and out of range so you don't get deleted. His UNITE move is one of the best in the game and very high damage so use that to chase down kills or when you're kiting for the movement speed boost.
Bully laners off of towers with your stun combo and secure easy points for your team. The name of the game is to score points and get a level lead as Pikachu gets better as the game goes on.
Land your stuns and you'll be stomping everyone. Pikachu is nasty.
