I first want to state that Rocky Helmet is interchangeable with almost any item that you prefer on a frontline character. This means you can take Leftovers, Assault Vest, Shell Bell, probably even Focus Band if you feel so inclined. Notice how I said front line, this will be brought up later.
You are wanting to take Wigglytuff top lane due to the Sing ability. Sing does not work on Drednaw, however, it does work on Rotom. Sing weakens Rotom and allows your team to secure it faster.
Take Pound first as this allows you to have a faster clear than if you took Defense Curl. When you get to the two Aipoms standing next to each other, you are able to hit both of them with your pound. This is vital to your fast clear.
Defense curl should really only be used as an engage for your laner or your jungler. You can use it as an escape in sticky situations, but using it carelessly will end up with you dying to your enemy laners.
Sing is what makes Wigglytuff a great candidate for your support pick. If you are going to pick Wigglytuff you are nine times out of ten taking Sing. Sing is INCREDIBLY strong when you are on a team with a lot of burst. Using Sing in the center of a team fight can, and most likely will, turn the tides of the battle. Combining Sing, Starlight Recital, and the Buddy Barrier, you are outputting so much burst utility that you should win the team fight. Sing's range is a short aura around Wigglytuff, hence why I HIGHLY recommend defensive-held items to accompany Exp. Share and Buddy Barrier. To get a faster engage with sing, use your eject button to teleport onto them and chase them down with Sing.
Dazzling Gleam is what I personally prefer over Double Slap. Although, Double Slap provides more CC (crowd control) early on, the early burst damage can really snowball your lane. Pairing this with Sing, you are bursting down the enemy before they are able to recover.
Starlight Recital is Wigglytuff's unite move. Allied within the radius of Wigglytuff are given shields, invulnerability, and are cleansed of debuffs applied to their allies. This is best used in the center of a team fight. The positioning you need to have in order to use this successfully is also why I recommend taking a defensive item to keep you alive long enough for you to pull it off.
