I feel like a lot of people sleep on the Full Restore item, it can turn the tide of a fight if you get caught in a CC to continue spamming your Hex. Hex can be used as an Eject so I don't really need to run it.
This build uses Sludge Bomb and Hex as Hex has an instant CD if the target suffers a status condition. Even if you're in a pre-made 5 man group with others who can inflict a status effect for you, it's still always better in case you find yourself in a 1v3 scenario. This build also uses Shell Bell for CD and Regen with each Hex, Energy Amplifier is a viable replacement however if you want more damage instead of healing, as it also has CD with Unite Move CD as well.
Jungle until at least 5 then assist lanes with pressure but don't gank until 7. You're pretty useless until Hex, return to the jungle when buffs respawn and that should net you level 7 for Hex and it's GG from there.
