For this build you're looking to do as much damage as possible while stacking as many icicles as possible to execute oponents.
You want to start farming and try to hit level 4 as fast as possible so you can evolve and get Icicle Spear, with Icicle Spear you can start doing high amounts of damage and safely kite the enemies, you may not kill them but you can easily get them low enough to run away and give you and your teammates chances to score.
When the Regi's spawn you surprisingly may not want to immediately make your way to them as your icicle spear makes farming fast and easy so you can take advantage of the teams being distracted to score pretty big points before roaming to whichever Regi the team is fighting for.
In late game if you've gotten high enough in levels(around level 10-11) and have taken at least your first goal, you can start raiding your opponents jungles and stealing their buffs which will boost your fighting capabilities. From here it should be rather smooth sailing and you can just use Eject Button and Ice Shard to quickly flee a fight if it's getting to be too much for you to handle or chase down and execute opponents due to your extremely high damage output and Icicle Spear being a lock on ability, just make sure to always stack 8 spears before using Icicle Spear and don't be afraid to use your ult(Glacial Stage) to secure kills on Rayquaza or just while roaming as the slow is very helpful.
The typical boost emblem set up focus's on Sp. Atk, Move Cooldown Reduction, and Movement Speed, while your dump stats are Sp. Def, Defense, and Attack.
Works Well With
Having a good healer in the early game like Eldegoss really helps you push back and kill enemies early to make room to score.
Clefable generally helps a lot due to the shielding and tankiness making is easy for you to stay in long fights.
Ninetales does just as much damage as you with the added benefit of hard CC and the ability to block opponents from escaping while you stack Icicle Spear.
