Teal (my Sylveon) is angry at me, so let's just give this a whirl...
Build Path
SwiftFirst Pick
Damage.
Hyper Voice
Increased damage at a range and with consecutive hits. (+) Shoot one additional wave.
Draining Kiss
Damage. Self Heal. Slow. (+) Heals more.
Fairy FrolicUNITE
Invincible. AOE Damage. Heal. HP Vamp.
Shell Bell
Special attacks heal 45 HP, plus a percentage of your Sp. Atk.
Wise Glasses
Increases the damage of special attacks.
Slick Spoon
Damage dealt by Sp. Atk attacks ignore 10% of opponent's Sp. Def.
X Speed
Temporarily increases your Movement Speed.

Guide
Looking at the attack details on Bulbapedia, I think I'll go for Hyper Voice and Draining Kiss.
So the main focus is increasing HP and Sp. Atk... hmmm...
For the Held Items I will go for:
-Shell Bell for extra healing with Draining Kiss
-Wise Glasses for just extra damage
-Slick Spoon for, again, more damage
As for the Battle Item, let's go for classic Attacker and pick either Eject Button or X Speed (I can't use Eject so the build says X Speed).
Hmm. So the goal here is that Sylveon can get in game early and basically be a tanky hard-to-hit singer that just yells and you and kisses you. ...well, worth a shot!! I will add more once I try out this build myself and see how it goes!

Okay, this is good! It was my first time using Hyper Voice (I think) so it went pretty well! Here is what I learned...
-Stay as FAR AWAY from the target as possible and DO NOT stop moving. You need to be a hard to hit target so that you last and are able to secure enemies and objectives without getting killed first.
-USE DRAINING KISS BEFORE HYPER VOICE. Draining Kiss's effect still lasts even when using Hyper Voice, however when using Hyper Voice you cannot attack other wise. So do use Hyper Voice for this build.
-I went Top Lane for this, but I think that any lane could work well. Even Jungle?
-THIS IS NOT A CARRY BUILD. It's more of an attack-support build. The goal is to help teammates in trouble. You can probably defend a goal zone with under three attackers, but otherwise try to avoid 2 v 1's.
As for boost emblems, I used my Glaceon Set (which I think focuses mostly on Sp. Atk and maybe also Sp. Def?) so I don't really have an idea of what to actually put here.
