Build Path

After using a move, the Pokémon's next basic attack deals more damage. If held by a melee Pokémon, the basic attack also slows opposing Pokémon.

At first glance, both of Lucario's movesets seemed equally powerful. I read descriptions, looked up stats, and played them both in a match, and I liked how both movesets played. Here's a quick rundown of each moveset:
The Extreme Speed moveset relies on good positioning to ensure every attack hits, and can also hit and run many times in a short span of time.
The Power-Up Punch moveset, however, relies on big damage output and healing to stay in the thick of battle longer to deal more total damage.
I couldn't decide, so I went to the only source I could: Practice Mode. I ran a couple of tests, including short-time damage, long-term damage, damage if I miss, and more.
Long story short, it depends completely on preference: power or speed. And the way Lucario is built slightly favors speed.
A brief explanation of how this build is good: Bone Rush allows you to teleport to the bone if used again, dealing damage to surrounding opponents. Once upgraded, the additional attack also reduces Extreme Speed's cooldown. Also, when Bone Rush hits an opponent, it puts an Extreme Speed mark on it. When Extreme Speed hits a target with an Extreme Speed mark on it, the cooldown for Extreme Speed is reduced to 0. So, Bone Rush, Extreme Speed, Extreme Speed, Bone Rush, Extreme Speed.
This high-skill build is sort of like playing a Speedster. You get in and out, then back in, then back out again, all depending on your move cooldowns. Alternatively, you can use Eject Button for escape options.
I would do more for this guide, but it's not one that I will spend too much time on in-game, and I don't want to give you an inaccurate build guide. Long story short, Attack Weight = power, Razor Claw = slow opponents = important, Weakness Policy = power, X Attack = power. So items = slow opponents + power. Use brown and red boost emblems.
