IMPORTANT: Do not play Cinderace in melee range if you can avoid it. The whole kit focuses around poking and hitting opponents until you can burst them down.
LV 1-7
Very passive early. Secure your jungle until you are a Raboot. Go gank a lane and try to help get the Altaria - you're not super strong, so don't make plays that are very aggressive. Head back up and get some Baltoy, then head back to the jungle.
LV 7-9
Cinderace is unique in that 7, 8 and 9 are all huge power spikes. Aim for level 9 - it not only unlocks his unite move, but also boosts his innate crit rate from 15% to 30%. An easy way to do this is by taking the top Altaria at 7:20 (bottom Altaria are very contested at this point) and then some Baltoy if you need it. You might be a bit late for the basement Regi, but the raw power of a lv9 Cinderace should blast through the competition once you get there. Feel free to just press your ult as soon as you see a chance if the enemy jungler is still level 8. He can't contest it with his own, so he just explodes and you win the teamfight.
LV10-13
Got bot. objective? Nice! Your most important role of taking it is halfway done. Break their bottom t1 goal then do another rotation through your jungle. Head up to top path to take all the farm up there. You should aim to take Regieleki but it's not necessary, and don't use your unite.
Lost bot. Regi? Farm your jungle and your comeback Indeedee. Try to avoid teamfights and aim to score/take farm. Breaking their bottom t1 is huge if you can manage it, since it equalizes the 2nd regi fight. Worth noting, is that an enemy 2 levels above you is worth a ton of EXP if you can catch them out! If you find yourself getting overwhelmed, proc your Shedinja doll to recharge your flame charge and pyro ball. Remember that Pyro-Ball is one of the best last hitting moves in the game, setting yourself up for some steals.
LV14-15
The lategame as Cinderace is rather nuanced, focusing mostly on quick decision-making. Whatever happens, though... defend Ray and your goals if you end up in the lead! Play for backcaps or attempt to secure a teamfight if you're behind! Save your ult for Rayquaza! You can steal with your unite, due to the incredible range and execute on it.
OTHER ITEM OPTIONS:
Muscle Band/Buddy Barrier -> Razor Claw: This is good if you are having trouble clearing the jungle in time.
Shedinja Doll -> Full Heal: This is good if you are having trouble with Pokemon with statuses or slows, such as Alolan Ninetails or Lapras.

Blastoise is really good at holding an opponent in a place where Cinderace can shred them.
Alolan Ninetails is really good at preventing opponents from getting out of Cinderace's range.
