Pikachu is most certainly the best special attacker in the game.
Bullying out of range, can fill any role, utility and damage in team fights, incredible solo carry. Can find some synergy with any other pokemon due to the nature of the character.
Attempt to score as many different goals as possible as early as possible. If you wipe the enemies and the enemy jungler is missing, see if there's an extra minion around to kill -after- scoring to score again. This will scale Pikachu's special attack more with the spec glasses. If you can do this multiple times early on, by the time you get your combo, you'll be hitting even half hp on tanks.
The main way to play the pokemon is to play the early game as best as possible. Denying any CS (minion kills) with this mon's range is such an easy feat.
With the thunder & thunderbolt combo, or even thunder alone hitting many ticks, it isn't very hard to deny farm.
If the enemy pushes back, use your lane partner to setup. The most important part of playing Pikachu is to understand the jungler role. Watch the map and see where the enemy jungler is.
If there's no jungler, try to hit a web without over extending. This and thunder can absolutely make any other pokemon tremble in fear.
Use the kit, and the pokemon will show you the potential.
I believe Pikachu is the #1 mon in the game. The scaling, burst, area denial, and honestly too short of cooldowns make this mon the scariest to go against.

Works Well With
I'm a little biased because this is my duo-lane partner, but going the knockup/pull route, the craw can pull people out from the tower, knock them up, then Pikachu can AAC (auto attack cancel) thunder bolt, AAC thunder. We've killed snorlaxes 100-0.
The craw ult alone can deny people from jumping you as well, which is Pikachu's biggest weakness. Fantastic pair.
