EARLY GAME
Choose Fury Cutter first for easy, close range damage that apparently increases (didn't know that but that's fun). You can really go any path, but if you want to farm EXP, kill all of the Aipoms and Audinos in the top and bottom paths, and then go for Vespiquen/Altaria, and all this EXP should get you to level 4 for Crustle already. Rinse and repeat the top/bottom lanes until around level 6 or 7 or so.
MID GAME
I don't exactly know when Crustle gets its moves, but you should by now have one if not both. You should have your cookie close if not at max stack, and since you're so bulky and have good recovery, the policy should be doing good for you as well. The best thing for you to do now is camp at opponent goal zones and help kill enemies there so your allies can score, as you are a really good trapper. It can also give you some good EXP.
LATE GAME
You have no reason to go for Zapdos/Rayquaza with this build, as trapping is completely ineffective because they won't even try to move anywhere. Instead, you should keep opponents from getting to the final legendary so your allies can just kill the big mon, give you some energy and then you guys can score because of zap/ray goal zone debuff. For the rest of the battle, just grief all of the enemies as they come out of the lane. Let your allies do the scoring again. You might even be able to lure your enemies out to the middle of nowhere because they'll follow you wanting to kill you because they think you're a threat.
ITEMS
Leftovers is for recovery, and Aeos Cookie is for early game HP boost. Weakness Policy is to increase the amount of damage your attacks do with recovery, obviously. The third slot is empty, and that is because you could use the policy to boost your damage, or the scoring shield for the shield buff and the convenience of being able to stack the cookie easier, but that one's your choice. Slow smoke is to make the rock tomb/stealth rock combo more effective as it makes escaping it harder.
