Aim for Jungle if possible but can be played in either lane, very versatile. Glaceon becomes dominant when it reaches level 6 and very few pokemon can comfortably take an Ice Shard -> Icicle Spear -> Ice Shard Combo
Ice Shard nerf makes Green+Black Emblem build almost mandatory; as well as trying to get Blue Buff from Accelgor to reduce Move Cooldown (Either yours if Jungler or enemies if in Lane).
Ice Shard to build your Icicles, as you Icicle Spear your opponents you have a small window to Ice Shard again and get 2 more Icicles for added damage as well as then combo'ing back into Auto Attacks to rebuild your Icicles again
I prefer Rapid Fire Scarf over Choice Specs as it allows you to slow enemies down making it easier to combo into Icicle Spear, however Choice Specs or Shell Bell can be used as alternatives and do just as well.
Works Well With
Glaceon pairs well with most pokemon but bulky defenders that stun make it really easy to Icicle Spear with more comfort
Hoopa with either Trick or Hyperspace portal allow you to play really aggressively with added speed or returning to base to heal
Clefable, Eldegoss and Blissey interchangeable here as the recovery sustains you in team fights and paired with EXP Share lets you race to Level 6
